Fleets to Face Significantly Higher Costs Following Emergency Budget, Says Swinton Commercial

Increased VAT, changes to the capital allowance system and a hike in Insurance Premium Tax (IPT), announced in George Osborne’s recent emergency budget, will have a direct impact on fleet costs, warns leading business insurance retailer, Swinton Commercial.

The rise in VAT from 17.5% to 20%, which kicks in on 4th January next year means fleets that buy their vehicles outright will need to fork out an extra 2.5% in VAT on each vehicle – around GBP 450 extra for an GBP 18,000 car – and will be unable to recover this cost if the vehicles are used for private use as well as company business.

A reduction in capital allowances from 20% to 18% will mean reduced rates for claiming back expenditure on company vehicles and a longer timeframe to recover these business expenses.

The 1% IPT increase also means additional costs for fleets with 6% tax added on top of commercial insurance policies from January 2011.

The good news for fleets was the announcement that there will be no further increase in fuel duty beyond that which was already expected. However, fleets are still facing a 1p rise in October followed by a further 0.76p and the extra VAT in January.

Phil Moss, Commercial Vehicle Manager at Swinton said: “The VAT increase is likely to have a big impact on fleets in terms of vehicle list prices, maintenance and repair costs and fuel prices. Leasing vehicles may become a more attractive option for some businesses, given the VAT recoverability, whereas purchasing a fleet outright means businesses will need to absorb these increases.”

A RATINGS agency has highlighted an increase in the rate of default on some of the credit cards issued by Royal Bank of Scotland, which may heighten fears about the scale of consumer borrowing.

Standard & Poor’s said it had placed some of the notes issued by a vehicle that was used to securitise credit card debts originated by RBS on negative creditwatch.

The agency said the rate of charge-offs, or bad debts, on the cards concerned had been rising since the end of 2008. Charge- offs reached a high of 11.14% in March.

The rate fell back to 9.24% in May 2010.

However, Standard & Poor’s said the three-month moving average charge-off rate increased for the past four months.

It noted that an increasing number of cardholders had moved on to repayment plans, indicating that they could not meet the original repayment schedule.

Taking both factors into account, the agency has increased its charge-off base case assumption to 10.5% from 9.2%.

Standard & Poors said it had placed negative creditwatch ratings on Arran Funding’s class B3, C1, and C3 notes, series 2005-B and its class A2 and A3 notes

It also affected series 2007-A, and Arran Funding’s class A notes series 2008-A.

All the other notes in the Arran Funding Trust were unaffected by this action.

It said the Arran Funding Trust is backed by UK credit card receivables originated by RBS.

RBS declined to comment.

CYCLISTS are booby-trapping their bikes to guard against rising thefts.

An insurance company said one Londoner claimed to have attached fishing line to his bike, in the hope that a thief would be thrown off when the wire tightens. Another cyclist said he wired up his bike to his home burglar alarm, while a third said he had devised a system where moving his bike opened a gate that alerted a guard dog.

But the Environmental Transport Association, which runs ilovemybike. co.uk cycle insurance, warned cyclists that they risked prosecution if their “guerrilla tactics” ended up causing injury. Andrew Davis, director of ilovemybike.

co.uk, said the unusual measures emerged when cyclists called to obtain an insurance quote and were asked how they secured their bike.

He said: “We ask the question ‘how secure is your cycle?’ and one or two of them mention something that is out of the ordinary. The danger with wiring your bike up with fishing wire is that you would need quite a length before it works, and it might garotte a child.

“Personally I would go for a wicker basket on the front, or having masking tape over the manufacturer’s name. The problem is that the gain you get from having a very expensive bike is not as much as people think.

“You are reducing [the time of ] your commute but increasing your risk dramatically if you have to leave it on the street at the other end.”

A total of 23,748 bikes are known to have been stolen in London in 2009/10 — up 27.8 per cent on the previous financial year. But the true figure could be double that as only abou half of stolen bikes are thought to be reported.

A Metropolitan Police spokesman said he had never heard of cyclists using fishing line to safeguard their bikes. Police advice is to buy a decent lock — “preferably two”.

This advice is endorsed by London cycling organisations. Barry Mason, of Southwark Cyclists, said: “We are really evangelical about using two good locks. All these gimmicks, like wiring your bike up to a burglar alarm, is all very funny

Champion Window, Door and Patio Room Company said that production workers at the Champion Window manufacturing plant in Sharonville, Ohio, a small suburb north of Cincinnati, have voted against having the Iron Workers Shopmen’s Local 468 represent them as a bargaining agent in future negotiations with Champion.

In a release, Champion said that the Cleveland-based union petitioned for an election in May to represent full and part-time window manufacturing production, maintenance, and shipping workers.

“We are very pleased that Champion team members in the Sharonville window plant have chosen to continue to work with us directly to address employment-related issues and concerns,” said Dennis Manes, Champion CEO. “This experience has taught us a lot, and allows us to renew our commitment to work together in meeting the challenges of making Champion the kind of company we all want it to be–today and well into the future.”

The Sharonville window plant consists of 155 workers. Champion employs 1,700 workers in four manufacturing plants and 77 home improvement showrooms across the country. Currently, no Champion employees are unionized.
